New Westminster is a historically important city in the Metro Vancouver regional district of British Columbia, Canada. It was founded as the second capital of the Colony of British Columbia (1858-1866).

    The northern portion of this area was and still is BC Penitentiary Reserve or the location of the BC Pen (Federal land) The southern part was a ( reportedly nasty) "handicap" kids "hospital" (Provincial land). Two equally nasty institutions that need to be separated and remembered.
